Tamar has over 10 years of experience in Real Estate Consulting, Finance, Development, Sustainability and most recently, Affordable Housing. She was a Senior Project Manager at a Non-Profit Affordable Housing Developer for four years mainly focusing on mixed-use, senior and family new construction, farmworker housing and rehabilitation for Affordable Housing projects. Her real estate background includes positions in Lyft's Building Sustainability Department, an appraisal and market studies firm, and a short-term bridge financing company. Clients include: DEODATE Corporation, Decro Corporation, Ethos Real Estate, The Richman Group and Global Capital Management.
Project Planning & Management: Streamline and oversee project timelines, coordinate with stakeholders, and ensure that milestones are met efficiently.
Proposals/Response To RFPs: Conduct market analysis, engage stakeholders, and develop strategic plans to ensure proposals are compelling and meet funding requirements.
Feasibility & Due Diligence: Analyze market demand, financial/proforma projections, zoning regulations, and site conditions to determine project potential.
Entitlements: Provide guidance and oversight on the entitlements process, permitting, plan review and environmental approval (i.e. CEQA, DTSC, LUCs).
Funding & Financial Structuring: Identifying funding sources, preparing and submitting funding applications (4% and 9% LIHTC, CDLAC Tax-Exempt Bonds, HCD, City/County, AHP, Project-Based Vouchers, CDBG and HOME), structuring financing deals, and managing financial projections and budgets.
Procurement Evaluation & Management: Oversee consultant, general contractor and lender/investor selection (i.e. RFPs) and contract negotiations.
Site Control Contract Negotiations: Manage and oversee negotiations for Option, Purchase Sale, Development, Ground Lease, Reciprocal Easement and Subdivision Agreements.
Closings: Manage and complete construction loan and permanent loan conversions within deadline.
Design & Construction Oversight: Coordinate with architects, engineers, and contractors during the design phase, as well as provide budget supervision and oversight of draw requests during the construction phase.
